When asked to speak to the manager of the Staples store, she later discovered that they were the ones who had called the cop in the first place. When the manager noticed Shirell wandering around the store and noticed the bump underneath her shirt, they just assumed that something was not right.
So, they called the police, and the uniformed officer soon made his way into the store to talk to her. The manager quickly offered a reasoning as to why they acted in this manner, and so abruptly.
