When you read this whole passage, the libraries’ point of view on the whole thing makes a whole lot of sense. With the massive number of books and magazines that most libraries get, it’s not as if they can hold onto old inventory forever. Eventually, things will need to be updated. When this time comes, libraries don’t really have that many options. However, it makes sense that they want to keep the way they do business a little secretive.
