We can only assume that these people are Muggles who are all just as enraged that they didn’t get their Hogwarts acceptance letter in the mail.
Although they don’t have the magical capabilities to make it in the Wizarding World, they are still going to try their luck and board the Hogwarts Express. After all, they’ve bought their portions set, they’ve bought their robes, and they’ve even bought their owls. We bet that train carriage was a mess when they left.
