It had been an ingenious move by the inmates to try and use the cat to smuggle items into the jail, as it had been well-known to the guards for several years. The cat had actually been raised by the inmates, and had been back and forth to the jail several times – usually living with the family of a prisoner.
As such, the cat was unlikely to arouse suspicion from the guards. However, if they wanted it to avoid detection, they should have camouflaged the tape a little better.
