To an outsider looking in with a bit of a cynical bent, this might seem to be a transparent ploy by the Royal Family. Meghan is clearly more popular by the people of both the United Kingdom and the world. Since Kate is higher up on the pecking order, however, she must be given precedence. This basically shows how the Royal Family intentionally disconnects itself from the desires of the very people it presides over, preferring to stick to centuries old rules.
