The Russians did not want to take even the slightest chance that any of their athletes would take second place in the 1980 Moscow Olympics, and it was extremely obvious to the world that this was the case.
They pulled all the tricks in the book, including not letting the other athletes go until the Russian athletes went, and having every Russian athlete score over a 9.5.
