It’s the 1999 NFC Championship game. Tampa Bay is trailing St. Louis, but has possession of the ball. Bert Emanuel makes a 13-yard catch that could have put Tampa Bay at the 22 with less than a minute left in the game. The Rams won the game 11-6, knocking out the Bucks. Later the league would clarify the rule.
