It’s the 1999 NFC Championship game. Tampa Bay is trailing St. Louis, but has possession of the ball. Bert Emanuel makes a 13-yard catch that could have put Tampa Bay at the 22 with less than a minute left in the game. But the ref ruled that the ball hit the ground, reversing the ruling that the ball was caught, even though it looked as if Emanuel had full control the entire time. The Rams won the game 11-6, knocking out the Bucks. Later the league would clarify the rule.
